Norton Statement on Trump Executive Order Attacking Federal Workforce

February 14, 2025

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) released the following statement after President Trump signed an executive order to cut federal employees, limit future federal hires to one for every four departing employees, and require federal agencies to work with the Department of Government Efficiency (DOGE). The order says each agency will now have a "DOGE Team Lead.”

“Let’s be clear what is motivating this executive order. President Trump wants to gut the nonpartisan civil service and to convert a significant portion of the remaining civil service into political appointees,” Norton said. “I will continue to work with my Democratic colleagues in the House and Senate to use all the legislative, oversight, litigation and communication tools at our disposal to fight back against these unconstitutional and unconscionable attacks on our federal public servants.

“The attacks Trump is undertaking on the federal workforce will degrade the vital services provided to all Americans across the country,” Norton said. “Dedicated public servants are losing their jobs without cause, and the Americans who depend on the services provided by the federal government are Republicans, Democrats and Independents alike. Nevertheless, the Trump administration, via the Musk shadow government, is moving ahead to dismantle much of the federal government and the vital services it provides, in violation of the Constitution, federal statutes and regulations.”
