Washington, DC—Congresswoman Eleanor Holmes Norton (D-DC) issued the following statement this evening:

“The Republican majority has just put out the schedule for the December lame duck session beginning Monday, December 4th (attached). I certainly hope that this is not the final schedule for the week because there is no mention of the D. C. House Vote bill. Yet, we learned earlier that the bill could be released from the Judiciary Committee and go to the floor. It is true that bills can be added to the schedule, and perhaps the Republican majority is waiting for the Utah redistricting bill due on Monday, but with time so short, we can’t afford to use some of it just to get on the schedule. As of now, only suspension bills and four other bills are mentioned: the Tax Extenders bill, Adjustment in Physician Payments bill, India Nuclear Agreement Conference Report; and the Indian Gaming bill. That leaves plenty of time to consider the D.C. bill, as the calendar now stands.

Already some Republicans in the House have suggested objectionable changes in the bill that make things difficult, but I am encouraged that we could still go with the bill that Chairman Jim Sensenbrenner (R-WI) said was necessary, and the only change he said that he required is making good progress in the redistricting process in Utah at the moment. I had a good, long discussion with Democratic leaders in Utah today, and there is no doubt that they and Utah Republicans are working in good faith to meet Chairman Sensenbrenner’s requirement for a map based on redistricting in Utah. I am particularly encouraged by my conversation today with my good friend and indispensable partner in this effort, Representative Tom Davis (R-VA). He remains as resolute as I that we can still run the distance that gets the bill done next week.

We are not novices about House and Senate procedures, and we know that time is our major opponent in this race. We also know that things have never been easy --or fair-- for the District. That has been the rule for my entire 16 years in the Congress, and it has been true for the District ever since its creation at the dawning of the Republic. I therefore am not in the least discouraged. After four years of arduous negotiations to get a viable bill and one that both Democrats and Republicans could support, giving up is not an option. Until the gavel goes down sine die on the 109th Congress, we will be in the struggle to get the D.C. House vote passed.”
