Norton Defeats Anti-Home-Rule Amendments Filed on D.C. Appropriations Bill

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) announced that she defeated all the anti-home-rule amendments filed by Republicans in the Committee on Rules on the House's fiscal year 2023 District of Columbia Appropriations bill.

"Once again, we have defeated all the anti-home-rule amendments filed by Republicans to the D.C. appropriations bill," Norton said. "I thank the Rules Committee for defeating these anti-democratic amendments. We have shown that the House Democratic majority will not tolerate any Member seeking to abuse congressional power to interfere in the District's local affairs."

The defeated amendments follow.

  • Congressman Christopher Smith (R-NJ) filed an amendment to prohibit D.C. from spending local funds on abortion.
  • Congressman Scott Perry (R-PA) filed an amendment that purports to prohibit D.C. from spending local funds to carry out an existing D.C. law that authorizes automated traffic enforcement, such as red light and speed cameras.
  • Congressman Scott Perry (R-PA) filed an amendment that purports to prohibit D.C. from spending local funds to enact a law or implement a program to reduce speed limits to 15 miles per hour or lower.
  • Congressman Scott Perry (R-PA) filed an amendment that purports to prohibit D.C. from spending local funds to carry out a law that reduces funding for the D.C. police department.
