WASHINGTON, D.C.—Congresswoman Eleanor Holmes Norton (D-DC) today sent a letter to the United States Parole Commission (USPC) urging USPC to release individuals incarcerated for technical supervision violations, as well as to review the cases of all vulnerable incarcerated individuals and consider them for immediate release. Citing coronavirus outbreaks at Federal Bureau of Prisons and District of Columbia correctional facilities, Norton wrote, “Continued incarceration creates the grave risk and indeed the probability of contracting COVID-19.” This follows a letter Norton sent last month urging USPC to protect and in many cases release individuals under USPC’s jurisdiction. UPSC, in addition to federal offenders, has jurisdiction over D.C. Code felons.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) released the statement below saying that she was encouraged that the District of Columbia got equal funding with the states in the coronavirus response bill passed by the Senate today. She also indicated why she believes the new bill did not include D.C. funds, left out of the third coronavirus stimulus package, which treated the District as a territory instead of a state for funding purposes, as is usually the case, depriving the District of $750 million.

WASHINGTON, D.C.—Congresswoman Eleanor Holmes Norton (D-DC) today released the response she received from the Federal Bureau of Prisons (BOP) concerning Hope Village, the men’s halfway house in the District of Columbia. According to the letter, the BOP is responding to Norton’s request to release as many Hope Village residents as possible to home confinement during the coronavirus. Norton raised concerns, however, with the few remaining residents who have no place to go and again requested that they be placed in D.C. hotels with appropriate monitoring, such as ankle monitors.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) today announced that the U.S. Army Corps of Engineers (USACE) is planning to issue a revised, initial rule for the Washington Channel that will provide much greater flexibility for mariners than the original proposal. After a 30-day comment period closes, the final determination will be announced in the Federal Register in the coming months.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today, on Emancipation Day, announced a new resolution commemorating Emancipation Day and her District of Columbia statehood bill. Because the House was not in session today, Norton will introduce the resolution tomorrow, April 17, when the House will be in session, allowing for introduction.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today sent a second letter to the Director of the Federal Bureau of Prisons (BOP), Michael Carvajal, urgently asking him to finalize plans for the residents of the BOP-contracted men’s halfway house in the District of Columbia, Hope Village, before its contract expires on April 30, 2020.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) thanked 102 national and local groups for sending a letter today calling on Congress to retroactively fix the treatment of the District of Columbia as a territory rather than a state in the state stabilization fund in the third coronavirus response bill, which deprived the District of $750 million. The letter, led by DC Vote, was signed by leading national civil rights, labor, environmental and democracy reform groups, as well as by local D.C. groups.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) released the letter she sent today to the Federal Bureau of Prisons (BOP) asking for its plan for individuals returning to the District of Columbia from BOP prisons, after Hope Village, the men’s halfway house in D.C., informed Norton that it would not seek an extension or renewal of its contract with BOP after it expires on April 30, 2020.
