WASHINGTON, D.C. – The office of Congresswoman Eleanor Holmes Norton (D-DC) announced that Norton will speak on the House floor today during debate on the rule governing consideration of the fiscal year 2017 District of Columbia Appropriations bill to condemn both the rule and the bill for their attacks on the District’s right to self-government.
