The Congresswoman's bill addresses the need for balance by establishing a commission of experts from a broad spectrum of disciplines to investigate how to maintain democratic traditions of openness and access while responding adequately to the substantial security threats posed by terrorism.

The bill provides only $20 million for the D.C. Tuition Assistance Grant program (DCTAG), a $10 million cut from the fiscal year 2014 enacted level and a $20 million cut from the President's fiscal year 2015 budget request.
