WASHINGTON, D.C. — Last Friday, the House Committee on Appropriations passed the fiscal year 2023 District of Columbia Appropriations bill, which includes many victories secured by Congresswoman Eleanor Holmes Norton (D-DC). The bill, among other things, provides $40 million for the D.C. Tuition Assistance Grant Program (DCTAG), a program a Norton bill created, and increases the annual and lifetime DCTAG awards; prohibits the president from federalizing the D.C. police department; and removes the two enacted fiscal year 2022 riders, which prohibit D.C. from spending its local funds on abortion and on recreational marijuana commercialization.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) thanked Democrats on the House Committee on Appropriations for defeating an amendment to the fiscal year (FY) 2023 District of Columbia Appropriations bill that would have prohibited the District of Columbia from spending its local funds on abortion in FY 2023, which begins on October 1, 2022. The amendment, submitted by Representative Ashley Hinson (R-IA), was defeated on the same day that the Supreme Court overturned Roe v. Wade, which presents a unique threat to abortion access in D.C. because of Congress’ plenary legislative authority over D.C.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) today thanked the Committee on Rules, led by Chair James McGovern (D-MA), for defeating an amendment that would have repealed many of the District of Columbia’s gun violence prevention laws, including its bans on assault weapons and high-capacity magazines and its universal background check requirement, and would have prohibited the D.C. Council from passing similar laws in the future.  The amendment, filed by Representative Ted Budd (R-NC) to the Bipartisan Safer Communities Act, was defeated last Friday.

WASHINGTON, D.C.— Congresswoman Eleanor Holmes Norton (D-DC), a former constitutional law professor and Supreme Court practitioner, condemned the Supreme Court’s decision overturning Roe v. Wade. Norton said not only has the constitutional right to abortion been revoked, but the decision calls into question whether the Supreme Court will overturn other longstanding and recent precedents protecting unenumerated rights of individuals. She also noted that the decision presents a unique threat to abortion access in the District of Columbia because of Congress’ plenary legislative authority over D.C.

WASHINGTON, D.C.––Congresswoman Eleanor Holmes Norton (D-DC) today said that, despite the House Committee on Armed Services yesterday defeating an amendment to the fiscal year 2023 National Defense Authorization Act (NDAA) that would have given the District of Columbia mayor control over the D.C. National Guard, she is optimistic that the version of the fiscal year 2023 NDAA the House passes will give the mayor this authority. Representative Anthony Brown (D-MD), a co-lead of Norton’s bill that would give the mayor this authority, offered the amendment, which was defeated by voice vote.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today renewed her call for the Senate to pass her District of Columbia statehood bill, following the recent release of the Internal Revenue Service’s fiscal year 2021 Data Book, which shows D.C. pays more federal taxes than 23 states and more federal taxes per capita than any state.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) praised the House’s fiscal year 2023 Financial Services and General Government Appropriations bill for providing the General Services Administration $380 million for the Department of Homeland Security (DHS) consolidation project at the St. Elizabeths West Campus in Ward 8 in the District of Columbia. The Subcommittee on Financial Services and General Government passed the bill last week.

WASHINGTON, D.C.––Congresswoman Eleanor Holmes Norton (D-DC) received a response from the Federal Retirement Thrift Investment Board (FRTIB) to her letter expressing concerns about the difficulty her constituents are encountering accessing their Thrift Savings Plan (TSP) accounts. With the TSP’s new online system, many participants have been forced to change passwords and other account information, often requiring waiting for a security code to be delivered by mail, which can delay account access for weeks. In addition, constituents have said they attempted to call the TSP “ThriftLine” for help, only to be put on hold for hours and disconnected.
