Andy Biggs (R-AZ) which was marked up by the Committee on Oversight and Accountability (COA) today that would exempt certain organizations doing business in D.C. from registering with the District, the same requirement states regularly enforce. The bill appears to be politically motivated, introduced in response to a reported investigation by the D.C. Attorney General into a conservative legal activist for misusing charitable funds for the activist’s personal benefit. This is the eighth bill COA has marked up or brought directly to the floor to repeal or amend D.C. laws or regulations this Congress.

If passed by the full Senate and signed into law by the president, the bill would allow D.C. to use the land for stadium redevelopment, commercial and residential development, or other public purposes. Norton has worked on prior versions of the bill aimed at revitalizing RFK Stadium campus, which at 174 acres is the largest unused track of land in the District, since 2017.
