WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) today introduced the Breastfeeding Mothers Jury Duty Exclusion Act, which would allow breastfeeding mothers, upon their request, to be excused from jury service in federal court and in the federally controlled District of Columbia Superior Court. Norton says a constituent raised this issue in a letter to her office. The health benefits of breastfeeding are so well-documented that Norton wanted to bring jury service in line with existing federal policy on encouraging breastfeeding.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) today, the day after the federal tax filing deadline, called on the Senate to pass her District of Columbia statehood bill. Norton noted that D.C. pays more federal taxes per capita than any state and more federal taxes than 23 states, but D.C. residents have no voting representation in Congress.

WASHINGTON, D.C. — Last week, Congresswoman Eleanor Holmes Norton (D-DC) reintroduced her resolution commemorating Emancipation Day, which is an official holiday in the District of Columbia. Emancipation Day commemorates President Abraham Lincoln’s signing of the D.C. Compensated Emancipation Act, which freed 3,100 enslaved people in the District, nine months ahead of the Emancipation Proclamation.

WASHINGTON, D.C. — During the week of the anniversary of the start of the Civil War — April 12, 1861 — Congresswoman Eleanor Holmes Norton (D-DC) introduced a bill to recognize and preserve the Civil War Defenses of Washington, located in the District of Columbia, Virginia, and Maryland, by redesignating them as a national historic park.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today announced she has extended the deadline for applying to her office for fiscal year 2023 Community Project Funding, formerly known as earmarks, to April 18th. The deadline was previously April 13th. For a Community Project Funding application to be considered, eligible entities must submit an application by 5:00 p.m. on April 18, 2022, to NortonCommunityProjectFunding@mail.house.gov. Late or incomplete applications, including applications that do not provide the information required by the relevant appropriations subcommittee, will not be considered.

WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC), Senator Chris Van Hollen (D-MD), Senator Tom Carper (D-DE), Congresswoman Carolyn Maloney (D-NY), and Congressman Anthony Brown (D-MD) sent a letter to House and Senate Armed Services Committee leadership asking that the District of Columbia National Guard Home Rule Act, which would give the D.C. mayor control over the D.C. National Guard, be included in the fiscal year 2023 National Defense Authorization Act (NDAA). The D.C. National Guard Home Rule Act passed the House as part of the fiscal year 2022 NDAA, but Republicans blocked it in the Senate.

WASHINGTON, D.C. — This week, the Senate will debate and vote on the nomination of Judge Ketanji Brown Jackson to be the first Black woman on the Supreme Court. President Obama nominated Jackson for the U.S. District Court for the District of Columbia on the recommendation of Congresswoman Eleanor Holmes Norton (D-DC). Jackson was confirmed by voice vote for the U.S. District Court for D.C.

WASHINGTON, D.C. — As the Capitol Complex begins to reopen to the public, Congresswoman Eleanor Holmes Norton (D-DC) introduced a bill yesterday to permit commercial filmmaking and photography at the Capitol Complex beyond the area where it is currently permitted, Union Square, when both chambers of Congress are out of session. Norton’s bill would provide an economic and patriotic boost to the nation’s capital by allowing commercial filmmakers and photographers to showcase the Capitol in its fullest authenticity to the nation and the rest of the world. The expanded commercial filmmaking and photography would be subject to the same terms and conditions that exist for commercial filmmaking and photography in Union Square. Norton said her bill addresses any security concerns by giving the Capitol Police full discretion on when to issue permits. Norton’s bill is part of her effort to expand public access to public spaces, particularly around the Capitol.

WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC), the first woman to chair the U.S. Equal Employment Opportunity Commission, today announced that she will introduce a bill to apply the District of Columbia Human Rights Act of 1977 (DCHRA) to employees of the local D.C. courts and the D.C. Public Defender Service (PDS). In February, the D.C. Court of Appeals held that the DCHRA, which protects employees of the D.C. government and private employers from discrimination, does not apply to employees of the local D.C. courts. The court has not ruled on the applicability of the DCHRA to PDS employees.
