WASHINGTON, DC – The office of Congresswoman Eleanor Holmes Norton (D-DC) announced today that President Obama's fiscal year 2014 budget includes, at Norton's request, a legislative provision that would give the District of Columbia budget autonomy, or the permanent authority to spend its local funds without congressional approval and to set its own fiscal year.
